EHR Requirements and Data Fields

​​It is our belief that electronic health data will allow Cardinal Innovations and our network providers to conduct business in a more cost effective manner, ensure that our behavioral health and intellectual/developmental disability providers are prepared for the eventual federal requirement to adopt electronic health records, and to achieve improved clinical outcomes based on access to more current and complete information of clients served.

As a team, we have defined over 400 requirements and 1000 data fields to use to evaluate an EHR system for behavioral health providers. 

The following worksheets include tabs that address each area/departments requirements and data fields needs for an EHR system.  With the exception of Corporate, each requirements tab within this document contains columns to the far right with the header, "Service Category".  These columns represent the different areas our Providers serve.  When a requirement/data field has an 'x' in the All Services column, this represents that every area of service (all behavioral health providers) relate to this requirement or data field.  When there is not an 'x' in the All Services column, you will notice an 'x' marked for specific service categories instead.  This indicates that only specific service areas need this requirement or data field.  For example, if an EHR solution is directed towards I/DD Providers, then any requirement or data field with an 'x' only marked in the MH categories may not necessarily be needed within your system.

The requirements/data fields are separated into priorities marked 'Must Have', 'Should Have' or 'Nice to Have'.  These priorities are used to in scoring the importance of a whether a requirement or data field is needed. 

The Meaningful Use Medicare and Medicaid EHR Incentive Programs funded by the federal government provide financial incentives for the "meaningful use" of certified EHR technology to improve patient care. To receive an EHR incentive payment, providers have to show that they are "meaningfully using" their EHRs by meeting thresholds for a number of objectives. The boxes within the document that are highlighted in yellow indicate a Meaningful Use measure.
