additional resources available to individuals not eligible for Medicaid
​Cardinal Innovations is responsible for managing public funding available for mental health, intellectual and developmental disability and substance abuse services in 16 counties in North Carolina (Alamance, Cabarrus, Caswell, Chatham, Davidson, Franklin, Granville, Halifax, Mecklenburg, Orange, Person, Rowan, Stanly, Union, Vance, and Warren Counties). This funding includes federal block grants which cover certain mental health and substance use services for individuals who are not eligible for Medicaid or state-funded public health benefits, for example, individuals who are unable or unwilling to provide a social security number. Two of these federal block grant programs are the Community Mental Health services Block Grant (MHBG) and the Substance Abuse Prevention and Treatment Block Grant (SABG).

I. Community Mental Health Services Block Grant
The MHBG program aims to ensure that comprehensive community mental health services are available to adults with serious mental illness and children with serious emotional disturbances.
Individuals in these target populations may be eligible to receive screening services, outpatient
treatment, emergency mental health services, and day treatment program services from eligible
providers paid for by the MHBG program.

II. Substance Abuse Prevention and Treatment Block Grant
The goal of the SABG program is to ensure primary prevention services and programs are available to prevent and treat substance abuse in target populations. Specifically, individuals residing in Cardinal Innovations’ catchment who are intravenous drug users, pregnant women and women with dependent children may be eligible to receive services from eligible providers paid for by Cardinal Innovations’ SABG program. Additionally, individuals in need of tuberculosis services or early intervention services for HIV/AIDS may be eligible to receive SABG funded services from eligible providers within Cardinal Innovations’ provider network. 

If you or a family member are in need of mental health or substance use services and reside in Cardinal Innovations’ catchment, but are not eligible for Medicaid or state-funded behavioral health benefits, please contact Cardinal Innovations’ Access Line at 1.800.939.5911 to determine whether you may be eligible for certain mental health and substance use services funded by one or more federal block grant programs managed by Cardinal Innovations. If eligible, you will be referred to a provider in our network contracted to participate in federal block grant programs.
