About the Office of Consumer Affairs at the Piedmont Community Office

There is an Office of Consumer Affairs at the Cardinal Innovations Healthcare Solutions Corporate office in Kannapolis, where the Director and Project Manager are located. Each Community Office also has an Office of Consumer Affairs staffed with two Consumer Affairs Specialists; one specializes in mental health and substance use/abuse and the other specializes in intellectual/developmental disabilities. Consumer Affairs staff are openly declared consumers and/or family members of individuals with mental health, intellectual/developmental disability and substance use/addiction service needs. Therefore, staff better understand the needs of those we support.

The Director of Consumer Affairs serves as a member of the LME/MCO (Managed Care Organization) Executive Operations Team. The Consumer Affairs Specialists, located at the Piedmont Community Office serve on Cardinal Innovations Healthcare Solutions Cross Functional Teams and assist in the formulation of policy. They serve on multiple community committees; attend meetings of local advocacy organizations so as to respond to questions, concerns and identify issues in the service system which they communicate to Management.

The Consumer Affairs Specialists at the Piedmont COC serve as advocates, educators and liaisons for individuals with mental health, intellectual/developmental disability and substance use/addiction service needs in the Piedmont region of Cabarrus, Davidson, Rowan, Stanly and Union counties. They respond to concerns and questions from consumers and family members and as liaisons for the Piedmont Consumer and Family Advisory Committee and Piedmont Client Rights Committee.

Consumer Affairs can help individuals and their families:
  • Navigate the public behavioral healthcare system
  • Learn about client rights and responsibilities
  • Address concerns
  • Help file grievances
  • Become self-advocates
  • Bring suggestions or concerns to management, at both the Community Office and Cardinal Innovations Healthcare Solutions
  • Find resources within the community

Consumer Affairs:

  • Works to develop and identify consumer leaders
  • Encourages consumer led initiatives.
  • Serve as ombudsmen and advocates for individuals
  • Assist consumers with appeals and grievances.
  • Initiates and assists in activities that promote and support the empowerment of consumers.
  • Informs consumers and family members about Local Management Entity/Managed Care Organization (LME/MCO) and state positions, policies and strategies regarding services.
  • Participates in consumer education and the development of educational materials for consumers and families.
  • Provides education through:
    • Peer Support Specialist Training
    • WRAP training
    • Peer Bridgers Training
    • PSR/Clubhouse Skills presentations
    • Participation in consumer conferences
    • Speakers for local community events and support groups
