​​​​​​​​​​​Richard Topping, JD, MPH, General CounselRichard Topping is the Chief Executive Officer of Cardinal Innovations Healthcare. Cardinal Innovations is the country's largest specialty health plan providing coverage for nearly a million individuals with complex conditions and specialized healthcare needs.​​

Topping originally joined Cardinal Innovations as Executive Vice President & General Counsel. He played a key role in designing the legal, governance and operational framework for Cardinal Innovations' community-based model of care management.​

Before joining Cardinal Innovations, Topping was a Trial Attorney for the U.S. Department of Justice in Washington D.C.  He served with the Constitutional & Specialized Tort Litigation Section, representing the Secretary of Health and Human Services in cases involving childhood vaccines. He also served as counsel at the Center for Bioethics at Brigham and Women's Hospital and Harvard Medical School in Boston.

After beginning his career as a U.S. Army infantry officer, Topping served as a JAG officer specializing in healthcare finance and hospitals. While on active military duty, he represented Martin Army Community Hospital in Georgia, Bayne-Jones Army Community Hospital in Louisiana, and served as Deputy General Counsel for Womack Army Medical Center at Fort Bragg in North Carolina.

Topping was also a Special Assistant U.S. Attorney for the Eastern District of North Carolina, where he conducted healthcare-cost recovery litigation for the Tricare program, and for the Western District of Louisiana, where he prosecuted federal criminal cases. He holds degrees from Harvard, Connecticut and Holy Cross.

Topping is an active member of the American Health Lawyers Association and several service groups for disabled veterans. He serves on the boards of Medicaid Health Plans of America and Special Olympics North Carolina. He and his wife live in Charlotte.
