Who is eligible?

To be eligible for NC Innovations Waiver services, you must:
  • Have an IDD diagnosis.
  • Have limitations in three of six major activity areas (self-care, receptive and expressive language, capacity for independent living, learning, mobility, and self-direction and economic self-sufficiency).
  • Need waiver services in order to keep living at home or to move out of an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID) group home/center.
  • Be eligible for Medicaid.
  • Live in a private living arrangement or a small facility with no more than six residents.
If you meet these requirements, we can help you receive the coverage that you need.

How do I apply?

To start the process of applying for the NC Innovations Waiver, you can fill out a Registry Referral form or call our Innovations Registry Line at 1-800-958-5596.

Registry Coordinators are available during normal business hours Monday through Friday 8:30 a.m. – 5 p.m. to assist you with your requests. In the event you call after-hours or receive a voicemail, we will return your message within one business day.

What is the NC Innovations Waitlist?

The North Carolina General Assembly decides how many people receive NC Innovations Waiver Services, commonly called Waiver slots. Like other managed care organizations, Cardinal Innovations keeps a list of people interested in receiving these services. This list is called the Registry of Unmet Needs or the Innovations Waitlist.

The Waiver has a waitlist due to limited funding for Waiver slots. We are required to keep the Waiver waitlist for our counties, and Waiver slots are assigned based on two factors:
  1. The date someone is placed on the Registry.
  2. The number of people already receiving NC Innovations Services in their county.

We know this is frustrating. While you or your loved one waits for a slot on the Waiver to open, you may be eligible for other resources.

What will happen once I am on the NC Innovations Waiver?

Through the NC Innovations Waiver, we want to help you achieve your goals and be connected to your community. Everyone who gets Waiver services is assigned a Care Coordinator, who assists you in finding services and supports in your community. NC Innovations Waiver supports can help you:
  • Live in the home of your choice, whether that is a private home or a residential facility in your community.
  • Discover your talents, skills, ambitions and establishing life goals.
  • Take part in activities that you are interested in.
  • Find natural supports to help you become more independent and rely less on formal or paid supports.
  • Manage and direct your services, supports and funding.
