What is County Realignment?

The Boards of County Commissioners in Cabarrus, Union, and Stanly counties requested to disengage from Cardinal Innovations and align with Partners. The NC Department of Health & Human Services approved those requests. Realignment will take effect on September 1.
 

Who will be impacted?

Residents of Cabarrus, Union, and Stanly counties who have Medicaid or have no health insurance and who receive services for mental health, substance use disorder or intellectual and developmental disabilities will be impacted.
 

Will I be able to keep my same provider and care coordinator?

Cardinal Innovations has shared with Partners information on all the current providers serving members within Cabarrus, Union, and Stanly counties. Partners has committed to working with these providers to include them in their provider network and to honor member service authorizations, annual plans, and other documentation and decisions essential to ensuring a smooth transition. 

Partners has further committed to making every effort to employ current care coordinators who are supporting members in Cabarrus, Union, and Stanly. However, that is a personal decision for each care coordinator.
 

What do I need to do?

No action is required. If you currently receive mental health, substance use disorder or intellectual/developmental disability services through Cardinal Innovations, and remain eligible for services, you will be automatically enrolled with Partners on September 1.

What providers need to know

Will members in these counties be able to keep the same service provider?

Partners has committed to working with providers currently serving the two counties to include them in its provider network and to honor member service authorizations, annual plans, and other documentation and decisions essential to a smooth transition. 
 

Will Partners’ rates be the same as Cardinal Innovations’ rates?

Partners has indicated that they will honor all existing rates for providers. For more information, please visit their website.
 

When can providers serving Cabarrus and Union counties begin credentialing with Partners?

On April 9, 2021 the NC DHHS Secretary approved Cabarrus County’s request to disengage with Cardinal Innovations and to move with Partners Behavioral Health.
