Message from the CEO – September 2021

As summer winds down, our expectations of a “normal” fall are being reset by a new surge in COVID-19. Hospital admissions are rising, mask mandates are returning, and we once again must do everything in our power to keep one another safe and well. Whether that is educating our communities on the benefits of the vaccine or partnering with DHHS as they issue guidance for our members and providers, please know that your wellbeing is our highest priority.

Our work to consolidate our organization with Vaya and realign counties to new LME/MCO’s, continues. This week, we are sharing a new Realignment Report that gives key updates related to information transfer, providers, care coordination, and the Registry of Unmet Needs. Recently, DHHS approved the pending realignments for Davidson, Forsyth, Orange, Mecklenburg, and Rockingham Counties. Along with Cabarrus, Stanly and Union Counties, we are working to safely transition members to four different LME/MCO’s before the end of the year.  We are proud to partner with Cansler Collaborative Resources to complete this important work, and our hope is that this report will be a helpful tool for all members, providers and stakeholders.

The dates for each county and their status are listed below. You may be wondering why the transitions are happening so soon and there are two main reasons for that. The first relates to the team that is required to make sure members are transitioned safely to their new LME/MCO. More specifically, while our individual team members are absolutely committed to our mission and our members, they also must look for and find the next role in their professional careers. Since May, 137 of team members have moved on from Cardinal Innovations. Many of them in vital areas like care coordination, utilization management, IT and our access call center. In order to ensure that we can do all the critical work for transition, plus everyday work for our remaining members (finalizing individual service plans with members, approving and paying claims, monitoring provider quality, for example), it is critical that we finish the transitions before the end of the year.

The second reason for completing transitions by December 15th is to give the other LME/MCO’s ample time to prepare for Tailored Plan operations in 2022. Coordinating all aspects of care (physical, behavioral, pharmacy and social needs) for members across North Carolina takes a lot of preparation, and stabilizing membership sooner will lead to a more successful launch of fully integrated care.
