As we’ve been discussing for some time, the North Carolina Department of Health and Human Services (NC DHHS) is leading the process of moving all of North Carolina’s Medicaid services to a managed care model rather than its current fee-for-service structure. This process is known collectively as Medicaid Transformation.
 
The initial plan was for DHHS to roll out Medicaid Transformation in two stages, with some counties going live in November 2019 and the rest of the counties going live in February 2020. In September, DHHS announced that it would delay the November go-live date and rather implement Medicaid managed care in one phase in February 2020. On November 19, 2019 DHHS announced an indefinite delay to the rollout of Medicaid Transformation. The announcement follows the Department’s recent public messaging that further delays would be unavoidable if the right budget was not passed by the legislature and signed by the Governor by mid-November.

With managed care suspended, NC Medicaid will continue to operate under the current fee-for-service model administered by the department. Nothing will change for Medicaid beneficiaries; they will get health services as they do today. Behavioral health services will continue to be provided by Local Management Entities/Managed Care Organizations. All providers enrolled in Medicaid are still part of the program and will continue to bill the state through NCTracks
 
There is a lot up in the air, but one thing that I can assure you is that at Cardinal, we are not interested in politics or parties – we’re interested in our members and our mission. We will continue to make sure that our public and elected officials know how their decisions impact our stakeholders. I want to make it clear that you, our members and our families, will always be our priority.
 
To that end, we push forward with full confidence that the right thing to do, is to move Cardinal to a place where we can manage whole person care. I have told my team many times over the last several weeks, we will move forward because our members and our providers deserve the best we can offer them. We are excited about the transformation that is taking place at Cardinal and trust you, as our partners, will enjoy the benefits of our efforts.
