East Carolina Behavioral Health, CoastalCare, and Cardinal Innovations Healthcare Solutions Announce a Strategic Partnership

East Carolina Behavioral Health, CoastalCare, Cardinal Innovations Healthcare — December 11, 2014
GREENVILLE, WILMINGTON, KANNAPOLIS, N.C. Dec. 11, 2014— East Carolina Behavioral Health (ECBH), CoastalCare and Cardinal Innovations Healthcare Solutions today announced a strategic Information Technology partnership that will bring ECBH and CoastalCare onto Cardinal Innovations’ integrated business platform, Cardinal Innovations Enterprise (CI). CI will provide increased ease of use for providers and staff and will facilitate a smooth, stable transition when ECBH and Wilmington-based CoastalCare consolidate in July 2015.

“Business systems are the backbone of any managed care organization. With better systems, we have better data, better services and better outcomes for the individuals and families we serve. This partnership is one more step in the maturing of North Carolina’s public managed care system. Cardinal Innovations Enterprise is a cutting edge, integrated platform that meets the unique needs of North Carolina’s managed care environment and is easily expandable to meet the changing needs of consumers and providers in the future,” said Leza Wainwright, ECBH’s Chief Executive Officer.

East Carolina Behavioral Healthcare, Cardinal Innovations and CoastalCare are three of North Carolina’s nine managed care organizations that oversee access and management of services for mental health, substance use disorder and intellectual/developmental disabilities. Together they cover 40 percent of North Carolina’s 100 counties and nearly 35 percent of the state’s Medicaid enrollees. In October, ECBH and Coastal care
announced they will consolidate and manage funding for behavioral health services across 24 eastern North Carolina counties.

“I believe this partnership will place the new consolidated organization in a competitive position for the future and will ensure state of the art business functions in order to meet any future state or Medicaid Waiver requirements,” said Foster Norman, CoastalCare’s Chief Executive Officer.

“We stand on technology,” said Cardinal Innovations President and Chief Executive Officer Pam Shipman. “It can make you or break you when it comes to efficient, accurate operations. Technology underpins every aspect of our business and it is what will ultimately make the difference between long-term success and failure. We have learned this lesson over and over during the past 10 years that we have operated as a Managed Care Company. We are thrilled that East Carolina and Coastal Care have chosen to partner with us in this venture. This partnership will strengthen our combined capacity to perform in the marketplace of the future and will allow us to focus our efforts on meeting the needs of the consumers and families that we serve.”

Cardinal Innovations is unsurpassed in providing state-of-the art architecture, business systems and technical expertise in support of the State of North Carolina and behavioral health providers and consumers across North Carolina. Cardinal Innovations developed CI Enterprise to bring a total business solution to serve the state, its providers and consumers and provide full managed care functionality. Over the past nine years, Cardinal Innovations has developed information systems and processes that have resulted in timely and accurate claims processing, the highest degree of security over protected health information and an architecture that is scalable and easily expandable.

“Partnerships and alliances are key to being successful in today's businesses. From a technology perspective, the partnership and alliance between East Carolina Behavioral Health, CoastalCare and Cardinal Innovations will enable the three organizations to continue to move forward in this dynamic and evolving industry. We look forward with excitement to the opportunities this arrangement will bring to the aforementioned organizations,” said Ron Horn, Chief Information Officer for the consolidated ECBH and CoastalCare organization.

According to Cardinal Innovations Chief Information Officer Pete Murphy, “The strength created through our new technology partnership is unparalleled in North Carolina MCO history. Extending Cardinal Innovations’ engineering and operations capability to ECBH and CoastalCare's soon-to-be combined service area efficiently leverages the investments we have made in the platform for the benefit of more North Carolinians. There are other technology solutions to choose from and we are pleased to have been chosen as the right solution for this important new organization.”
