Cardinal Innovations to Assume State Funding for Mecklenburg County

CHAPEL HILL, NC - On April 1, 2014, Cardinal Innovations Healthcare Solutions will begin managing Medicaid and state funding for mental health, intellectual and developmental disabilities and substance use/addiction services in Mecklenburg County. Cardinal Innovations has begun the contracting process with Medicaid providers. However, the complexity of the intermingling of county and state funding in Mecklenburg County has made the contracting process for non-Medicaid services very challenging.

MeckLINK Behavioral Healthcare, the current manager of all Mecklenburg County behavioral health funding, has declined to contract with Cardinal Innovations for the management of county behavioral health funds. Mecklenburg County remains responsible for managing the county funds that support behavioral health services for Mecklenburg consumers. As a result, Cardinal Innovations will only have a portion of the total funds that currently support non-Medicaid contracts in Mecklenburg County. This means that Cardinal Innovations must choose which services will be reimbursed and which providers will have the greatest impact on the continuum of care within those service categories.

In an effort to ensure that Mecklenburg consumers are able to receive much needed behavioral health services, Cardinal Innovations will fund the following services: Crisis Services, Safety-net outpatient services and Residential services. Cardinal Innovations will continue to pay providers at the same level of funding as they receive today through June 30, 2014.

Cardinal Innovations will contact each of the 38 non-Medicaid providers on Tuesday, March 18, 2014. Each provider will be informed that they will either receive a Designated Funding Authorization (DFA) from Cardinal Innovations to provide certain state-funded services or directed to contact Mecklenburg County for additional funding options.

Cardinal Innovations Healthcare Solutions will continue to build upon the foundation Mecklenburg County has established to serve its citizens with mental health, intellectual and developmental disabilities and substance use/addiction conditions who rely on the public system for care.
