Cardinal Innovations Steps in to Sustain Supportive Housing for Adults with Severe Mental Illness in Franklin and Surrounding Counties

Charlotte, NC / June 17, 2021  A supportive housing community in Franklin County, NC has been effective in giving its tenants, adults with Severe and Persistent Mental Illness (SPMI), the ability to live independently and with dignity. But recent changes in its funding and ownership left the project with a budget deficit and its future in jeopardy.

Cardinal Innovations Healthcare awarded a $14,493 community reinvestment grant that will enable the community’s operator, Legacy Human Services, Inc., to stabilize funding and continue to offer a safe and supportive environment for these highly vulnerable residents.

Legacy Human Services (LHS) is a behavioral health service provider based in Henderson, NC and formed in January 2021 from a merger between Alliance Rehabilitative Care and D.D. Residential Services. The agency assumed responsibility for the SPMI housing community from Alliance as a result of the merger.

Originally developed more than 20 years ago, the community consists of nine furnished apartments. Prospective tenants undergo extensive screening that includes documentation of SPMI diagnosis, criminal background checks, financial disclosures and income verification. Rent is set at 30 percent of adjusted income and subsidized by the U.S. Department of Housing and Urban Development.

The merger that created LHS resulted in a loss of funding through Medicaid and other public sources. Finances were also strained by additional needs during the pandemic. Despite a budget deficit projected to reach nearly $15,000 by the end of June, LHS has maintained a safe and stable environment for residents.

“This is a successful program, and a rare one at that, for those who have overcome great personal challenges to achieve community integration,” said Jacinta Johnson, LHS Executive Director. “Tragically, many with a SPMI diagnosis lack adequate support and find themselves living in substandard housing or become homeless. But not these residents. The support of Cardinal Innovations is truly a lifeline to them when it is needed most, to provide a safe, stable and supportive environment that is crucial to their health and wellbeing.”
