Cardinal Innovations CEO Pam Shipman to Retire after 28 Years of Service and Leadership

KANNAPOLIS, N.C. April 28, 2015 – Cardinal Innovations announced today that Pam Shipman will retire as CEO effective June 30. The Board has selected Richard Topping, Executive Vice President & General Counsel, as acting CEO during this transition. Richard Topping will officially assume the CEO position July 1.

Shipman, who was instrumental in the creation, development and expansion of public managed care in North Carolina, has been with Cardinal Innovations for 28 years and has spent her professional career delivering, administering and managing services for people with disabilities. Cardinal Innovations is a managed care organization that oversees Medicaid and state funding for mental health, intellectual and developmental disabilities and substance use disorder services for more than 2.4 million people.

Prior to assuming the position of Chief Executive Officer in July 2011, Shipman served as the Chief Operations Officer and the Director of Intellectual/Developmental Disability Services for then Piedmont Behavioral Health (PBH). Before joining PBH in 1987, she served as Program Manager with the North Carolina Developmental Evaluation Center in Concord and earlier was Director of a developmental daycare for Halifax County Mental Health Center.

Shipman is sought after throughout the country to discuss the Cardinal Innovations model, and to advise on Medicaid Managed Care and the 1915 (b)(c) waivers. Her expert participation was essential in collaborating with the North Carolina Division of Medical Assistance in the original design and implementation of the 1915 (b)(c) Medicaid managed care waivers, which Cardinal Innovations has operated successfully for nearly 10 years. Based on the strength of the achievement of the operation of these waivers, the state of North Carolina established in law the expansion of the waivers statewide using Cardinal Innovations as a standard.
