Appendix K Flexibilities Have Been Extended Through January 19, 2022

Cardinal Innovations Healthcare has extended Appendix K flexibilities operations through January 19, 2022. We are committed to ensuring that members know the purpose of these flexibilities and why they have been extended.

Despite the easing of COVID-19 restrictions, North Carolina renewed its emergency declaration related to the pandemic. In response, we extended the Appendix K Flexibilities six months after the end of the COVID-19 public health emergency. This is in line with state guidance.

What Are Appendix K Flexibilities?

To make it easier for providers to serve members during the pandemic, the State has allowed requirement exceptions for some services. These exceptions are called flexibilities.

This document (Medicaid 1915 (c ) Appendix K Waiver Flexibilities) outlines the details of the flexibilities allowed. These flexibilities went into effect on March 13, 2020. Later they were updated with the second Appendix K.

The flexibilities are only for Innovations Waiver beneficiaries affected by COVID-19 directly (or because staff cannot provide services).

How Long Will These Flexibilities Last?

As outlined in Medicaid Bulletin #153, the State will extend Appendix K flexibilities to six months after the end of the COVID-19 public health emergency. As the State renews the public health emergency declaration, Cardinal Innovations will update providers with any flexibilities extensions. 

Cardinal Innovations will continue to review Innovations Waiver Staff Retainer Payment form submissions based on the guidelines from Joint Communication Bulletin 381. The form can be found here. We will notify providers of any changes to this flexibility and process when the State releases more guidance.
