KANNAPOLIS, N.C. Dec. 12, 2014—Cardinal Innovations Healthcare Solutions is responsible for managing publicly funded available resources for mental health, intellectual and developmental disability and substance use services for 16 counties in North Carolina (i.e. Alamance, Cabarrus, Caswell, Chatham, Davidson, Franklin, Granville, Halifax, Mecklenburg, Orange, Person, Rowan, Stanly, Union, Vance and Warren counties). This funding includes federal block grant programs which cover certain mental health and substance use services for individuals who are not eligible for Medicaid or state-funded public health benefits. Two of these federal block grant programs are the Community Mental Health Services Block Grant (MHBG) and the Substance Abuse Prevention and Treatment Block Grant (SABG). These federally-funded block grant programs are limited and are available to individuals regardless of their citizenship or immigration status.

I. Community Mental Health Services Block Grant
The MHBG program aims to ensure that comprehensive community mental health services are available to adults with serious mental illness and children with serious emotional disturbances. Individuals in these target populations may be eligible to receive screening services, outpatient treatment, emergency mental health services, and day treatment program services from eligible providers paid for by Cardinal Innovations’ MHBG program.

II. Substance Abuse Prevention and Treatment Block Grant
The goal of the SABG program is to ensure primary prevention services and programs are available to prevent and treat substance use in target populations. Specifically, individuals residing in Cardinal Innovations’ catchment who are intravenous drug users, pregnant women and women with dependent children may be eligible to receive services from eligible providers paid for by Cardinal Innovations’ SABG program. Additionally, individuals in need of tuberculosis services or early intervention services for HIV/AIDS may be eligible to receive SABG funded services from eligible providers within Cardinal Innovations’ provider network.

managed by Cardinal Innovations.

Cardinal Innovations and its contracted providers will not request that people seeking access to federally
funded block grant services provide a social security number or other proof of citizenship or immigration
status in order to access these services. If eligible, you will be referred to a provider in our network
contracted to participate in federal block grant programs.
