1915(b)(c) Waivers Renewal Extended to July 1, 2019

On April 1, 2019, North Carolina Department of Health and Human Services (NC DHHS) announced in Communication Bulletin #J323 that the Centers for Medicare and Medicaid Services (CMS) has granted an extension of North Carolina's existing 1915(b) and (c) Waivers. During this extension, updates to these waivers will continue to make their way through the review and renewal process. CMS has granted North Carolina temporary extensions for these concurrent waivers until June 27, 2019 and suggested that the renewed waivers start on July 1, 2019. 
 
In January 2019, North Carolina shared that:
  • The 1915(c) Waiver (also known as the NC Innovations Waiver) would continue to operate at cost and utilization levels approved for the fifth year of the waiver. With yesterday’s announcement, the new expiration date is June 2019.
  • NC Innovations Individual Cost Limit of $135,000 per year will reset with members’ approved annual Individual Support Plans.
  • Services with “Life of the Waiver” financial limits (such as Home Modifications, Vehicle Modifications and Assistive Technology) may not exceed those amounts until after the NC Innovations Waiver is renewed. They will reset once the waiver is renewed.

About 1915(b) and (c) Waivers
Medicaid enrollees who need behavioral health services for mental illness, intellectual or developmental disabilities (IDD), and/or substance use disorders may be eligible for coverage under the North Carolina 1915(b)(c) Medicaid Waiver program. The NC Innovations Waiver is a 1915(c) Medicaid Home and Community-Based Services (HCBS) Waiver to help individuals living with IDD receive long-term services and supports in their communities.
