Rudy Dimmling joined Cardinal Innovations Healthcare in 2019 as Chief Strategy Officer (CSO), overseeing Cardinal Innovations’ Transformation Office and Human Resource functions. As CSO, Dimmling will lead Cardinal’s transition to a fully integrated health Tailored Plan.

Dimmling joined Cardinal Innovations as interim Chief Operations Officer (COO) in early 2019 from Alvarez & Marsal Insurance and Risk Advisory Services in New York prior to serving as Cardinal Innovations’ CSO. He brings more than 25 years of financial, operational and transformational experience in a number of insurance sectors, including healthcare, property and casualty, reinsurance, financial guaranty and brokerage.

With years of leadership experience, Dimmling has developed a strong reputation of developing and implementing performance and operational improvement and turnaround strategies. He served as interim Chief Financial Officer (CFO) for a national private equity-owned behavioral health insurer where he oversaw all finance operations. As Executive Vice President and CFO, he led a staff of 110 professionals with specific responsibilities in accounting, budgeting, forecasting, board, investor and lender reporting, client profitability analysis and serving on numerous executive committees. 

Dimmling’s Medicaid experience includes serving as interim Director of Finance (CFO) of North Carolina's Division of Medical Assistance where he was responsible for the financial operations of the state’s Medicaid budget. He oversaw budgeting/forecasting, cash management, actuarial, financial reporting, rate setting and provider audit.

Additionally, Dimmling served as interim COO for a U.S.-based trade credit insurer where he assisted in the client's operational turnaround. In that role, he was responsible for the transformational redesign of the client's independent agency distribution model.

Dimmling has also served as Senior Vice President and Chief Administrative Officer at Centre Group Holdings with responsibility for claims, actuarial, risk management and information technology.

He has a bachelor’s degree in accounting and an MBA in finance from Adelphi University, and is a Certified Insolvency and Restructuring Advisor. He has served on the board of directors of a catastrophic healthcare company, several reinsurance companies and an investment bank.

Dimmling, along with his wife and two children, participates in a number of physical activities, including enjoying the outdoors, visiting national parks, and playing basketball.
