William Pilkington was appointed to the Cardinal Innovations Healthcare Board of Directors in 2018.
He is an innovative senior executive with several decades of progressive experience in the leadership of complex organizations. He is currently the Chief Executive Officer of Cabarrus Health Alliance. His commitment to public service and the recognition of his important contributions was demonstrated in 2016 when he was awarded the Order of the Long Leaf Pine, the highest civilian honor in North Carolina.

He has 40 years of NC-based public health experience and extensive academic credentials as well. His public service career began in the Office of the Governor as a health policy advisor in the mid-1970s and continued with his work from 1991 to 2012 as a board member of the National Association of City/County Health Officers where he has served on the following committees: Technology, BioTerrorism, Essential Services, Informatics, and Environmental Health. He joined the Public Health Authority of Cabarrus County in 1981 and was instrumental in the expansion of primary care and dental services by establishing the first community care plan in NC.

He has presented at numerous academic and professional conferences; has authored manuscripts, book chapters and book reviews; and for nearly 20 years he has served as adjunct faculty (in MPH, MPA, and MHA programs) for the University of North Carolina at Chapel Hill, George Washington University, and the University of North Carolina at Charlotte.

A longtime champion for improving the mental health services available to the underserved in North Carolina, he currently serves as the Chair of the Southern Piedmont Community Care Plan. Other professional service includes leadership positions with the Cabarrus Juvenile Crime Prevention Council, Greater Cabarrus Chamber of Commerce Health Committee, Cabarrus Partnership for Children, Hispanic Learning Center Board, and the Red Cross Bone Marrow Leadership Council.

Dr. Pilkington received his B.A. in 1973 from the University of North Carolina at Charlotte. He received his Master of Public Affairs degree in 1974 from North Carolina State University; his Master of Public Administration and his Doctor of Public Administration in 1988 from the University of Southern California; and his M.A. in Security Studies (Homeland Security and Defense) in 2014 from the Naval Postgraduate School.

He is a native of Gastonia, NC and currently resides in Concord.
